Why is it acceptable for teaching assessment to be in the hands of people that left the classroom?

In tough economic times why are the arts and teaching positions the first to be cut instead of coaching and administrative positions whose salaries are often exorbitant and importance oftentimes questionable?

Are the correct people really making our educational choices?
